"Its network throttling implements a two-tier packet queueing system at the routers, driven by two trigger conditions. Comcast's first traffic throttling trigger is tripped by using more than 70 per cent of your maximum downstream or upstream bandwidth for more than 15 minutes. Its second traffic throttling trigger is tripped when the Cable Modem Termination System you're hooked-up to – along with up to 15,000 other Comcast subscribers – gets congested, and your traffic is somehow identified as being responsible. Tripping either of Comcast's high bandwidth usage rate triggers results in throttling for at least 15 minutes, or until your average bandwidth utilisation rate drops below 50 per cent for 15 minutes."

Glad I'm not on Comcast, instead of investing on upgrading their old, outdated, and overused network they are just going to make sure people utilize inside it's constraints.

Disagree.  Keep gov't out of it and let someone else provide something better until Comcast either meets consumers' needs or goes out of business....or until the gov't gives them our money so they can continue to provide an inferior product and hold off competition.  Whichever.

Move?  I just think letting gov't get involved in private business is a slippery slope.  It Comcast is the only option, then there is a vacancy there that another provider can fill.

Well I agree with your gov't in private business thoughts.  However, what are we going to do about that?  Gov't has completely invaded private business since Obama got into office.  I guess just wait for socialism...

Ill move away before I endure socialism.  There is a reason I got out of the military and went to private doctors even when I was in.  Two instances with socialized healthcare stick out in my mind.

Side note, it's the government's fault this is happening anyway.  It's the same bogus "guns kill people" attitude, guns don't fire themselves (faulty ammunition and people do).  ISP is the freeway that provides a means to download things, it doesn't encourage or prevent and it's really not their job.  You could argue that it is the choke point and have the ability to reach everyone and you'd be right to a point.  Until we get to (what wasn't prominent in the older days but has the perception of being so) the "police your own" attitude through communities we will never resolve our issues.  School system has the same "it's the school's fault I don't make my kid do homework" attitude. 

I don't blame ComCast or the government because I don't really care; ComCast must do something because the government is allowing big money to go after them for votes which is another police yourself type problem.  If I download big software files I throttle them anyway.  If ComCast promises you 2MB down and you don't get it then there is a contract problem or a backbone problem.
