I have AT&T U-Verse and my current Internet connection is set to 6MB/s download. The fastest plan is only 18MB/s ($15 more per month).

Nice, that was a quick upgrade too!

Yes, All I had to do was log in to the U-verse online system and select the higher service. $15 a month for triple the speed. Not a bad investment.

Since the chart was from 2008 that could explain why the U.S. was only 4.9, since there were still a lot of people using dial-up and DSL. With the ever-increasing use of fiber into the networks, the speeds should be increasing.

I would love to be in Japan with that large average download speed.

I spent 9 years in Japan and there are not a lot of homes with computers in them. They are heavily reliant on their cellular phones for all communications (voice and data). I am thinking a large portion of their average was from businesses with T1 and T3 lines. With few homes using broadband then there would be more high MB/s users than the home (lower MB/s) users.

Japan and Korea (#1 and #2) are actually the top 2 household fiber-optic broadband providers in the world.  Other countries look at the initial cost of installing fiber lines and don't see the profit probably.  It's probably also a lot easier to install fiber optic broadband in smaller denser Asian countries, whereas we'd have a lot of ground to cover here in the US.

It's still sad to see the U.S. so far down on the list...we should be leading.  They should have 100Mbit standard and optional Gigabit connections symmetrical!  Maybe the new bill they are working on will make it happen!

Yeah!  See what I'm talking about, we are getting pwned by internet companies in the U.S.  They need to speed it up AND drop the price!  Man if I could buy 100Mbit for $35 I would get two of them and run them in dual LAN ports!
