New BC2 Admin Utility

Because of the difficulty the admins have been having with previous admin programs I have implemented a new program that seems to do everything the two programs I was running before were doing. There will be scrolling in game messages with rules, info, etc. There will also be a welcome message for everyone that joins which includes our rules. I also setup an auto ping kicker if someone has a steady ping of 400 or higher, this will help alleviate the lag. Auto-balance has also been enabled for what the actual game misses. There should also be a game mode switcher that worked the way the old one did by switching the game mode and map after every round (please verify this is working correctly and let me know in this post). When admins are not available I have setup a "votekick" command that normal users can use by typing !votekick (80% of the players in the game have to vote for it to work and 60% of the players must agree to kick that person before they are kicked)...please let me know if you see this being abused.
