Well the good news is that they have made the map pack available for pre-purchase and have given it a discount.  The bad news is that they ARE in fact charging for it, they are asking $15 for the map pack and are giving a 15% discount for pre-purchases which drops the price down to $13.50.  I admittedly purchased it, I'm not proud of it but I did.  If you too are interested it can be found here:

There are a few people in BPN that have picked it up already.

That I don't know yet, probably need to ask some of the Xbox folks who bought it...it'll work the same way I assume.
