YARLY!

It's called Runes of Magic. Free to download and play and so far it seems to be a really close clone of WoW. I would honestly start playing WoW again if I didn't have to worry about the monthly fee.

Not sure but my guess is that it's like Rappelz and they charge money for special content or for a way to rank up faster or be better than non paying people.

Yeah, they have a cash store that has a few items to make your life easier but you don't HAVE to pay.
