Yeah, a new video card would DEFINATLY help out a TON. That is definatly your bottle neck.
P.S. If you upgrade to an x64 operating system you'll be able to take advantage of ALL the ram you have installed, not just the 3.5GB that it is seeing now.

umm. around 17 inches and 1440x900. looking to run every game, just not necessarily on the highest video setting. and about 30-40 frames

Yeah, if you're only looking for 30-40 fps then that card would do the trick...most of the time people what at least 60-70fps but I assume you have your reasons for wanting a lower amount. I would check newegg.com for their price on it too is alot of times it's cheaper.

the human eye only sees around 40 frames per second so 70-80 would be completely useless

I understand that, but you can tell...there is lag at 30-40fps. You should ask Monkey Grill what it's like to run at 30-40fps and what it's like to run at 60-70fps. Personally, I like to be at 90-100fps at minimum.

50 frames per second and 100 frames per second look the exact same. the only noticeable lag would be from the occasional lag spike, which would affect you no matter what your fps is

Untrue, I know that the principal is that your statement is correct...it just isn't the case in the real world. Trust me, I have seen a difference between them. Any idea why they make gfx cards that run faster than the human eye can see? Cause you can tell the difference. Seriously, you need to ask Grill, cause I think he is running about 30-40fps right now and he is praying to upgrade his CPU so he can get faster fps because he can tell.
Once again, you can debate with me about physics all day long if you want but the simple truth is that you WILL be able to tell a difference in game play between 30fps and 60fps or even 100fps no matter what the human eye can see. Believe me, I used to say the same thing back in the day...I don't need an upgraded computer mine is running 30fps right now, plus the human eye can't see any faster then 30fps... I'm here to tell you now that I was wrong, there is a big difference, a BIG difference. You just have to see it to believe it.

Really it is a huge difference in the game and also the quality. even tough your going with what the human eye can see it is different in games. I am trying to become a game designer and I know the more FPS the smoother the game will run. You still see everything thats happening but it won't be choppy. Games recommend you to go for higher FPS because of all the detail and information being process at the time. even though the game requires a small amount of memory to store the info it still doesn't account for the changing of the command into digital formats. but yah more the better. That also is included in the way of buying. say two products come out at the same time... both are the same thing different names... Ones 50 the other is 100 dollars. you go for the cheaper one but doesnt last as long as it says or the quality goes bad. Then your friend bought the higher priced one and they don't have a single problemn with it. Even though it has more to it it is usally 99% better then the one with the lest. "the more the merrier"

I think the moral of the story is that you get what you pay for. You really ought to look at one of the newer line model of cards...the GTX 260 is a very nice average card. The GTX 275 is even better and it just came out. Check out the prices, they are more but not terribly more expensive.

Schlup is right. Even though our brains process at 30 FPS, you can still tell that a game is running slow even when it is at 30 FPS. (Did you know that our brains can actually crank up the FPS in dire situations? When the brain processes images at a higher rate, it will produce an effect of slow motion.) Here is a Grill tip: You want at least 60 FPS. If you by a system that runs at 60 always, with everything on high, that will be OK. But, shoot for as high of FPS as you can. Higher FPS results in smoother game play.
